The Project Management and Engineering area of Facilities Engineering and Planning includes five sub-groups: Engineering Services, Project Management, Central Plant Operations, Energy Management, and Operations Analyst. Together these groups steward the engineering and utilities services that keep the Rice University campus running cleanly and efficiently, and that supports the Facilities division in their work. Facilities performs repairs and maintenance on site, while the Engineering group supports the infrastructure behind the daily operations.
Leadership is provided by Doug Tomlinson, P.E., Assistant Vice President of Project Management and Engineering, who oversees direct reports in each group. Administrative Support is provided by Nancy Burk.

Mission: Provide cost effective, efficient, reliable engineering, energy management, Central Plant operation and utilities, work control and business services to the Rice University campus. A solid team of professional engineers, skilled workers and business people work together to improve planning, productivity, efficiency and utilities support for the Rice University campus.

Hours of Operation:
- Administrative Office: 8:00am to 5:00pm Monday through Friday.
- Central Plant: 24 hours per day, 7 days per week licensed operators constantly monitor utility production and distribution on campus

After hours assistance: the Central Plant Control Room (x4095) also serves as the point of contact for trouble calls and urgent maintenance requests.

Energy Information: An energy analyst and an energy management coordinator provide real time energy information and cost data for each building on campus via the utilities web site: utilities.rice.edu.
