Keck Center Governance Guidelines

Categories of Affiliation

Programs wishing to be affiliated with the Keck Center will fit into one of two categories:

1. Keck Center's Sponsored and Maintained Program:

  • Staff/Center support will be budgeted on the grant, where possible
  • Staff involvement on proposal
  • Program conforms to Keck Center policies, including policies for post-award grants management

2. Keck Assisted Program:

  • Staff provides assistance with data only, when possible

In order for a training program to become part of the Keck Center, it will meet the following:

1. Criteria—general

  • Biology PLUS — the "plus" should bring value to the interface
  • Commitment to quality in faculty, trainees, program and research experiences
  • Consistency with renewal opportunities (potential for long term renewal)
  • Thematic consistency with Keck Center and GCC programs

The first two are critical for inclusion in the Keck Center; the third and fourth are goals for programs, but not requirements.

2.  Keck Executive Committee provides place of last resort for appeals and grievances

Participation in the Keck Annual Research Conference (ARC) (other local options as appropriate, e.g., Sealy Structural Biology Symposium)

  • Participation in the Keck Seminar
  • Course requirements as needed for training program
  • Use of standard application system
  • Interview for appointments to the grant (in person)
  • Annual reviews of progress* — these should be face-to-face interviews; if not, an alternate mechanism must ensure effective community engagement
  • Provision of transcripts to Keck Center to check course requirements
  • Reporting as required by agency and by Keck Center 
  • Requirement of mentors/students to provide requested information to Keck Center 
  • Steering committee/advisory group for each training program with representation from the Keck Executive Committee

*Purpose of Progress Review
Assess project progress
Review quality of research
Engage with mentor(s) and assess mentoring quality
Build community
Serve as point of feedback

Progress Reviews can be conducted as individual meetings, all day (students and mentors) meetings, or via specific interactions orchestrated at the ARC, for example; the integral component is the face-to-face interaction.

Role of the Keck Executive Committee (Return to top)

  • Provide review of training faculty
  • Provide review of training appointments
  • Approve Keck-sponsored training grant proposals
  • Organize Keck Annual Research  Conference (ARC)
  • Ensure quality and breadth of ARC & Keck Seminar
  • Review and comment on ARC & Keck Seminar programming
  • Identify new training grant possibilities
  • Review budget for Keck Center; through budget, set Keck Center priorities for recruiting (SACNAS/ABRCMS), marketing (website/brochures) and staff
  • Review and approval of Keck Center faculty affiliates

Keck Center Post-award Grants
Management Requirements

  • Lead institution agrees to support Keck Center policies regarding post award grants management
    • Standard subcontracts or other appropriate mechanism are established for trainee appointments and amended with new budgets for trainee reappointments
    • Indirect costs flow with the trainee stipend to the trainee’s home institution (there are no indirect cost for tuition, fees and health insurance)
    • Indirect costs flow to the Keck Center home institution for Keck Center salary and other support
    • Travel and Non-Keck Center training related expenses typically are retained by the lead institution and administered as defined by the training program PI.

The Keck Executive Committee asks that any training grant proposal seeking status as a Keck Center Sponsored and Maintained program make a formal request to the Keck Executive Committee. This request is made by submitting to the Chair, Keck Executive Committee (directly or via Keck Center staff) a 1 page concept sheet with the following information:

1.  Description of the proposed program (1 paragraph)
2.  List of institutions / lead faculty engaged with the program
3.  Initial plans for the program – curriculum, etc.
4.  Estimated size of program (# trainees by level; rough budget)
5.  Agreement to include program components to adhere to Keck Center Training Program Policies and Principles
